The Roshan Digital Account is the rare government financial scheme that overdelivered: 946,201 accounts opened and USD 13.4 billion received by June 2026, per the State Bank's own statistics. Less noticed is what overseas Pakistanis chose once inside. Of the money sitting in Naya Pakistan Certificates that month, USD 1,259 million was in the Islamic version against USD 642 million conventional. Two-thirds of NPC money is halal by choice. What an RDA is and who can open one

An RDA is a fully digital Pakistani bank account for non-residents, opened remotely with a Pakistani passport, NICOP or POC, with no branch visit and no minimum balance at most banks. Eligibility extends to employed, self-employed and unemployed non-residents, students, homemakers, children and pensioners, plus resident Pakistanis who have declared foreign assets. Funding must come from abroad through remittance channels; you cannot fill an RDA with local rupees. Funds are repatriable without State Bank approval, which is the scheme's core promise: money in, money out, no permission slips.

Choosing an Islamic RDA bank

The SBP lists roughly fifteen agent banks. For a fully Islamic experience, open with an Islamic bank or a strong Islamic window. Meezan Bank's RDA opens within 48 hours, offers PKR and USD, GBP and EUR variants as current or Mudarabah savings accounts, gives PKR remitters a free first debit card, and gateways into Islamic Naya Pakistan Certificates, Shariah-compliant PSX shares via CDC, and Al Meezan mutual funds. Bank AL Habib Islamic, Dubai Islamic Bank Pakistan, Faysal Bank and Standard Chartered Saadiq also run Islamic RDA offerings. Cross-border transfer charges typically run USD 5-9 through the special correspondent arrangements the banks have set up.

Rates on RDA savings accounts follow each bank's declared pools. Bank AL Habib's Roshan Digital savings paid 8.00% in its June 2026 PKR declaration, the same as its standard savings rate. Note that Meezan's RDA products carry tiered Mudarib shares of 50%, 75% or 90% depending on the product, so read the product schedule, not just the headline.

Islamic Naya Pakistan Certificates: the main event

INPCs are sovereign Mudarabah certificates. You invest as Rab-ul-Maal in a pool run by the Islamic Naya Pakistan Certificate Company, a fully government-owned SPV housed at the State Bank, which deploys the funds to the federal government on an Ijarah basis. The structure was approved by the SBP's Shariah Advisory Committee and notified under the NPC Rules 2020, and the SPV maintains separate pools per currency with its own Shariah advisor. This is about as well-papered as sovereign Islamic paper gets in Pakistan.

Expected rates displayed on the SBP's table as of August 3, 2026: PKR 11.75% at 3 months rising to 12.75% at 5 years; USD 6.75-7.75%; GBP 6.75-8.00%; EUR 4.75-6.25%; SAR and AED 6.50-7.50%. Minimums are PKR 10,000 or 1,000 units of foreign currency. The word 'expected' is doing real work: the SBP states that actual profit follows the monthly Mudarabah results of each pool, with profit-sharing ratios and weightages published monthly by agent banks. The expected schedule matches the conventional NPC schedule; the payout mechanics are what make it Islamic.

Taxes and exits are clean but specific. Profit carries a 10% withholding tax as full and final settlement; if INPC profit is your only Pakistan-source income, you file no Pakistani return. No encashment is allowed in the first month. Between one and three months you exit at actual pool results with a discounted repurchase, and after three months profit is recalculated at the nearest completed tenor's weightage, with earlier coupons clawed back. Buy the tenor you can actually hold.

Property and beyond

RDA holders can buy Pakistani property on a repatriable basis (Meezan's Roshan Apna Ghar self-investment arm pays sellers directly and lets you repatriate after sale, with limits inside the first three years), or finance a home through Diminishing Musharakah: Meezan prices lien-based financing at roughly KIBOR flat when your INPC or RDA deposits serve as collateral, and KIBOR plus 1.5% without. The equity route also stays open: Shariah-screened PSX shares and Islamic mutual funds through the RDA investment gateways.

The honest limits

Three cautions. First, expected INPC rates are not promises, and PKR instruments carry rupee risk that has punished overseas savers repeatedly; a 12% PKR return means little if the rupee slides more. Second, RDA funding rules are strict: remittances only, so this is not a channel for money already in Pakistan. Third, comparison shopping still matters inside the scheme, because agent banks differ on charges, Mudarib shares and digital quality.
