More than half of Pakistan lives in Punjab, and the published coverage maps of Islamic banking reflect it. Seven of the eleven cities on Dubai Islamic's home finance list are Punjabi. Four of Allied Aitebar's six metro cities are too. Whatever a bank launches nationally, it launches here first. So the practical question for a Punjab reader is not whether halal finance is available; it is which product fits which city and which kind of income.

This guide covers the provincial bank's conversion, where the home financing city lists actually reach, what the government subsidy scheme buys at Punjab price levels, and where the province has started putting its own pension money.

The province's own bank is mid-conversion

Bank of Punjab's Taqwa division describes itself as Pakistan's largest conversion project, turning conventional branches Islamic across the province. Its Shariah board is chaired by Mufti Muhammad Zahid, the same scholar who chairs the boards at Askari and Bank of Khyber. Taqwa's published strength is deposits: more than fifty documented account variants on a Mudarabah basis, including Naaz accounts for women under the SBP's Banking on Equality policy, Riba-Free Certificates and charity-linked Sadqah Jaariah certificates.

Two things to know before treating Taqwa as a finished Islamic bank. Its June 2026 profit-rate document is an image scan, so you cannot compare declared rates from home. And its published Apna Ghar key fact statement still reads like a conventional loan sheet, with KIBOR mark-up language, PKR 8,000 to 10,000 in processing charges and a 3 percent early-payment charge. Read the contract you are actually signing, not the brand on the door.

Where the home financing lists reach

The city-restricted products concentrate in Punjab. Dubai Islamic finances property in Lahore, Rawalpindi, Faisalabad, Multan, Bahawalpur, Sialkot and Gujranwala, seven of its eleven listed cities. Allied's Home Musharakah covers Lahore, Rawalpindi, Faisalabad and Multan within its six-city footprint, at 1-year KIBOR plus 1.75 to 4 percent with free life takaful. Faysal Bank and MCB Islamic reach only Lahore and Rawalpindi among Punjab cities, and Standard Chartered Saadiq only Lahore. The full comparison lives on the HalalWallet home financing hub.

Outside those lists, national products carry the province. Askari's Home Musharakah states it can be availed from all cities and areas without discrimination. Meezan Easy Home and BankIslami's MUSKUN go wherever their branches go, and HabibMetro's SIRAT windows run through the province. A Sargodha or Sahiwal buyer is a national-product buyer, on the same published pricing grid as a Lahori.

The subsidy scheme at Punjab prices

The Wazir-e-Azam Apna Ghar scheme finances first-time owners up to PKR 10 million at a 5 percent fixed rental for ten years, then 1-year KIBOR plus 3 percent, on houses up to 10 marla. In central Lahore that ceiling buys less than the market asks; in Bahawalpur, Sargodha or a Faisalabad housing society it covers a real house. Income floors run as low as PKR 25,000 a month at Bank AL Habib and PKR 37,000 at Allied, and participating banks publish application forms designed for informal-income applicants.

Below bank thresholds, Punjab is Akhuwat's home ground. The Lahore-based lender runs the largest interest-free microfinance program in the world, 894 branches per its June 2026 progress report, and administers Punjab government programs including the Chief Minister's Self-Employment Scheme through PSIC. Its housing qard-e-hasan reaches Rs 1.5 million over ten years at zero percent.

What salaried and business borrowers pay

Published salaried home financing spreads start at 1-year KIBOR plus 2.50 percent at Al Baraka for approved-company employees, and sit at plus 3 percent at Meezan, Faysal, HBL Islamic and Allied with salary routing through ABL. Business income prices roughly a point higher, plus 4 percent at Meezan, Faysal and Al Baraka for fresh self-employed cases. With 1-year KIBOR printed at 12.34 percent in Standard Chartered's May 2026 rate sheet, salaried all-in rates ran about 15 to 16 percent.

Punjab's pension money is going Islamic

The provincial government has begun placing employee pension money in Shariah-compliant funds. ABL Funds launched a Punjab government Islamic pension money-market vehicle in November 2025, Alhamra followed with the Alhamra Islamic Punjab Pension Fund in January 2026, Alfalah's asset manager runs a GOPB fund structured as Wakalatul Istithmar, and AL Habib's asset manager lists a Punjab Islamic Pension Fund. The mandates are young and mostly seed-size. The direction is not ambiguous.

Saving and investing from anywhere in the province

None of the savings options care which district you are in. CDNS's Sarwa Islamic accounts paid 11.10 to 11.52 percent expected profit at the July 2026 notification, through national savings centres. Raqami, the app-only Islamic digital bank licensed in May 2026, published 10 to 11 percent tiered savings and an 11.50 percent one-year term rate for June 2026, with cash handled through Askari's branch network. Mutual fund apps onboard from Lahore or Layyah alike.

Frequently asked questions

Which Punjab cities are on the restricted home financing lists?

Dubai Islamic lists seven: Lahore, Rawalpindi, Faisalabad, Multan, Bahawalpur, Sialkot and Gujranwala. Allied lists four: Lahore, Rawalpindi, Faisalabad and Multan. Faysal and MCB Islamic list Lahore and Rawalpindi; Standard Chartered lists Lahore. Every other Punjab city relies on national products, which use the same published rates.

Is BOP Taqwa a full Islamic bank?

Not yet. It is a window running what it calls Pakistan's largest conversion project, with strong deposit-side documentation but no Islamic-worded consumer housing or auto product pages as of August 2026. If Shariah structure matters to you, ask the branch which contract governs the specific product.

What does the government scheme actually buy in Punjab?

Up to PKR 10 million at 5 percent fixed for ten years, on a first home up to 10 marla or a flat up to 1,500 square feet. That covers a wide slice of housing stock in second-tier Punjab cities and the outer societies of Lahore and Rawalpindi, less so in their cores.

Where do farmers and informal earners fit?

ZTBL's Islamic window publishes twelve riba-free farm products with ceilings up to PKR 4.6 million, including tractor financing to PKR 2.5 million. Akhuwat lends to Rs 1.5 million for housing at zero percent, and NRSP's Islamic division, Pakistan's first regulated Islamic microfinance bank, offers Fori Makan housing finance of Rs 150,001 to 2 million on a diminishing musharakah basis.

Do I need a Lahore address for halal investing?

No. Fund houses onboard digitally, CDNS operates savings centres across the province, and app-only options like Raqami work anywhere with a connection, though cash deposits depend on the nearest Askari branch.
